The Fallen Empires set was unique. It was the first set to really introduce the concept of “Tribal” cards, although back in 1994 they were just called what they were; Dwarves, Elves, Goblins, Homarids, Merfolk, Orcs, Thallids, Thrulls, or Townsfolk.
